National Power Transmission Company Transelectrica and Georgian State Electrosystem JSC (GSE) have signed a Memorandum of Understanding regarding the cooperation for the development of the Georgia – Romania Interconnection Project, the submarine cable in the Black Sea.
The signing of the Memorandum marks a new step in the project’s evolution which has already passed the feasibility study step and is included in the 10 Years Network Development Plan (TYNDP) of ENTSO-E for years 2022 and 2024 and it is promoted to be included in the 2026 TYNDP edition. On December 2025 the project was included on the list of European Union Mutual Interest Projects (PMI).
The document establishes the cooperation framework between Transelectrica and GSE to prepare and advance the high voltage direct current interconnection project (HVDC) between Georgia and Romania by coordinating the planning activities, the technical studies, the marine studies, social and environment assessments, institutional financing and representation on international and European level.
The submarine cable in the Black Sea Project is developed in accordance with the Strategic Partnership Agreement in the green energy field, signed on December 2022 by the governments of Azerbaijan, Georgia, Romania and Hungary and has the potential to bring a significant contribution to the increase of energy security, electrical energy transmission routes diversification and the integration of renewable sources in the Black Sea area and in European Union.
Through this initiative, the company reaffirms its commitment to regional cooperation, critical infrastructure development of electrical energy transmission and the consolidation of Romania’s position in the European energy architecture.
