    Minister of Finance signs second EIB financing contract for the Sibiu–Pitești motorway

    Romania’s Minister of Finance, Alexandru Nazare, has signed the second financing contract with the European Investment Bank (EIB), worth €500 million. The loan is intended to support the construction of the A1 Sibiu–Pitești Motorway, one of Romania’s most important road infrastructure projects.

    Through this new financing tranche, the EIB continues its support for Romania in building the first motorway crossing the Carpathian Mountains and ensuring a road connection between Sibiu and Pitești over a total length of 122 kilometers, contributing to increased regional and national connectivity.

    “The signing of a new financing contract with the European Investment Bank confirms the commitment of the Ministry of Finance to secure the necessary resources for the implementation of strategic infrastructure projects. The Sibiu–Pitești Motorway is a major objective for Romania’s connectivity and for the economic development of the regions, and the EIB’s support reflects the confidence of our European partners in Romania’s ability to carry out major investments under favorable financial conditions,” said Minister of Finance Alexandru Nazare.

    The newly concluded financing contract is part of a broader financial package, with a total value of up to €1 billion, approved by the EIB’s Board of Directors for the Sibiu–Pitești Motorway project. The first financing contract, also worth €500 million, was signed in October 2025.

    The Sibiu–Pitești Motorway is the first motorway to cross the Carpathian Mountains and is a strategic project of Romania’s national road network, being included in the Trans-European Transport Network (TEN-T).

    The total value of the Sibiu–Pitești Motorway project is estimated at approximately €5.5 billion. The investment benefits from non-reimbursable European funding through the Transport Programme 2021–2027 and the Large Infrastructure Operational Programme 2014–2020, complemented by the national contribution.

    Project implementation began in 2020, and completion is estimated for the fourth quarter of 2028. The Ministry of Transport and Infrastructure coordinates the project, while implementation is carried out by the National Company for Road Infrastructure Administration (CNAIR).
