AURORA – the largest national exercise for restoring the National Power System under stress has tested a unique scenario for the first time

    Published on

Seven energy entities, with the technical support of the Special Telecommunications Service, successfully carried out on Saturday, 22 November 2025, the most extensive exercise for restoring the National Power System.

The cooperation between Transelectrica, Hidroelectrica, Distribuție Energie Electrică Romania, ROMGAZ, Enevo Group, Nova Power & Gas, and Eurowind Energy brought together, for the first time, traditional technologies and modern solutions in a challenging scenario that required rapid decisions, coordination, and flawless synchronization.

The success of the exercise, symbolically named “Aurora,” highlights the high level of professional preparedness and dedication of the operational teams, capable of supporting the functioning of a complex energy system even under extreme conditions.

More than one hundred technical and operational specialists from all the involved entities participated in a unique exercise simulating a total voltage collapse, in a scenario close to real conditions of a major incident that also disables public telecommunications networks.

Under the coordination of Transelectrica’s National Energy Dispatcher, the technical teams worked with exemplary interoperability and synchronization based on operational protocols. The AURORA exercise demonstrated the National Power System’s recovery capabilities and the strength of the collaboration between its key actors.

The exercise—an important success for the NPS specialists—was carried out for the first time through the cooperation of seven entities within the National Power System: CNTEE Transelectrica SA, SPEEH Hidroelectrica SA, Distribuție Energie Electrică Romania (DEER), SNGN ROMGAZ SA, Enevo Group, Nova Power & Gas, and Eurowind Energy, with the technical support of the Special Telecommunications Service. The scenario also included limitations on public communications, a situation frequently encountered in real crisis conditions. In such contexts, the special telecommunications systems provided by the Special Telecommunications Service are essential for the successful restoration process.

The exercise at the Șugag Hydropower Plant concludes a series of tests initiated this year by Transelectrica, in partnership with Hidroelectrica, aimed at ensuring the technical and operational readiness of the system for emergency situations. The action continues similar efforts previously conducted at the Lotru HPP, Vidraru HPP, and Iron Gates I HPP.
