The new General Manager is Florin Mărginean, a professional with over 25 years of experience in the IT and telecommunications industry, gained in international companies such as Hewlett Packard Enterprise, Microsoft, VMware and Fortinet.

The Board of Directors of Arctic Stream SA, an IT infrastructure and security integrator and issuer listed on the Bucharest Stock Exchange, under the symbol AST, announces the appointment of Florin Mărginean as General Manager, effective July 7, 2025.
The new General Manager takes over from Arctic Stream’s founder, Dragoș Diaconu, who will remain fully involved in the company’s management, maintaining his position as Chairman of the Board of Directors (BOD).
This decision marks an evolution in the consolidation of the company’s management structure and reflects Arctic Stream’s commitment to a corporate governance model, adaptable to the challenges and opportunities of the IT&C market. Florin Mărginean is a professional with over 25 years of experience in the IT and telecommunications industry, gained in international companies such as Hewlett Packard Enterprise, Microsoft, VMware and Fortinet. Throughout his career, he has coordinated regional teams, managed enterprise clients and public sector clients. In addition, he has delivered solid results in operational and strategic leadership positions, and his technical and managerial experience represents a valuable resource for the next stage of Arctic Stream’s development.
“As I have always said, for us at Arctic Stream, the most important assets are the people and the team, and today we come to show this again. With enthusiasm, we would like to inform you about an important evolution in our management structure. Florin Mărginean has accepted to be part of our team and will formally take over the position of General Manager, continuing to collaborate closely with me, not only to ensure an efficient transition of some activities, but especially for a solid construction of the future. We wanted a leader with a balanced vision between technology, people and strategy. I strongly believe that Florin has exactly this mix of qualities and will play an essential role in strengthening the team and accelerating strategic projects”, declared Dragoș Diaconu, Founder and Chairman of the Board of Directors of Arctic Stream.

The decision-making process regarding this appointment was thorough and considered several directions:

Strengthening corporate governance, by adding a second non-executive director, to increase the transparency and robustness of the decision-making process.

Increasing complexity from the perspective of the Arctic Stream group, with the strategic partnership with Data Core Systems (of whose share capital Arctic Stream holds 23%), the majority stake held in Optimizor (50.2% AST holding), as well as the investment in Cyber Arena (45% AST holding).

The desire to attract a professional with solid experience in leadership, sales and technology, capable of supporting the next stage of development.

The current structure of the Board of Directors of Arctic Stream SA is composed of:

Dragoș Diaconu – Chairman of the Board.

Vlad Mihu – Vice-Chairman of the Board.

Diana Stafie – Member of the Board (independent).

Dragoș Diaconu, founder and Chairman of the Board of Directors of Arctic Stream, will continue to be active in the company and will focus on coordinating the initiatives to integrate strategic partnerships (Data Core Systems, Cyber Arena and Optimizor), investor relations and the consolidation of the company’s strategic directions (cybersecurity, cloud, innovation, training), all in close collaboration with the new CEO and the management team.

“This transition, marked by the appointment of a new CEO and the completion of the Board of Directors, reflects the company’s commitment to strengthen corporate governance, accelerate organizational transformation and bring added value to shareholders, customers, partners and all stakeholders. At the same time, it marks the assumption of a leadership structure compatible with the status of a listed company, which supports healthy scaling and long-term value growth for all shareholders”, added Dragoș Diaconu.
