DP World and the European Bank for Reconstruction and Development (EBRD) have signed a loan agreement of up to 25 million euros to support the electrification of operations at DP World’s Constanța South Container Terminal. The financing marks the terminal’s first dedicated green loan and forms part of a 100 million euros investment programme aimed at cutting annual CO₂ emissions by more than 6,000 tonnes.
The project will replace diesel-powered equipment with electric alternatives and introduce shore power infrastructure, allowing vessels to connect to the local electricity grid while berthed. The investment is expected to improve air quality, reduce noise levels and enhance operational reliability, benefiting customers and supporting more sustainable supply chains.
The electrification programme combines the EBRD loan with grants from the European Union and the Romanian government. The project has secured a 19.7 million grant euros under the European Union’s Alternative Fuels Infrastructure Facility (AFIF), part of the Connecting Europe Facility, with the EBRD acting as the EU’s implementation partner. It also benefits from 7.5 million euros in funding under Romania’s Transport Programme 2021–2027.
The investment programme consists of two main components. The first, worth €53.8 million, will establish the core infrastructure required for electrification, including new electrical networks, transformer and distribution facilities, and shore power systems. It will also include a new connection to the port’s main electrical substation and grid, the rehabilitation of access roads, and the deployment of 10 electric terminal tractors with associated charging infrastructure.
The second phase, valued at €46.2 million, will focus on acquiring electric cargo-handling equipment, including remotely operated electric rubber-tyred gantry cranes, two electric mobile harbour cranes and additional electric terminal tractors.

The electrification project is the latest in a broader expansion of DP World’s operations in Constanța. In 2024, the company opened a new cargo terminal and a roll-on/roll-off (Ro-Ro) terminal following a €65 million investment. In December 2025, it also completed a 119,000-square-metre multimodal platform, further strengthening Constanța’s role as a strategic gateway linking Central Europe with the Black Sea region, Ukraine, Georgia and Moldova.
