Tinmar Energy, Romania’s largest privately owned electricity supplier, has completed the tender procedures for four large-scale photovoltaic parks being developed in partnership with state-owned Complexul Energetic Oltenia (CE Oltenia), paving the way for the signing of engineering, procurement and construction (EPC) contracts.
The four solar parks, located in Gorj County, will have a combined installed capacity of approximately 395 MW, making them one of the largest renewable energy projects currently being developed through a public-private partnership in Romania.
Following the completion of the procurement process, the consortium led by China Civil Engineering Construction Corporation Romania, together with Spain’s Aeronaval de Construcciones e Instalaciones, has been selected to build all four facilities. The signing of the EPC agreements will mark the transition from project preparation to the construction phase.
The projects are financed through a combination of funding from the EU Modernisation Fund, shareholder contributions and bank financing. Around 70% of the investment is covered by the Modernisation Fund, with European reimbursements already beginning to be disbursed, according to the company.
The solar parks represent investments worth approximately EUR 260 million, while a separate 475 MW gas-fired power plant planned by the two partners is estimated at EUR 489 million, highlighting the scale of their joint energy transition programme.
Earlier this year, Tinmar Energy and CE Oltenia also decided to expand the project by developing a battery energy storage system (BESS) to support the four photovoltaic parks and improve the integration of renewable electricity into the grid.
