Electrocentrale București S.A. (ELCEN) announces the completion of the first stage of the competitive dialogue procedure for the award of the contract for the implementation of the new high-efficiency cogeneration unit within CET Bucharest Sud, by selecting the candidate who will participate in the next stage of the procedure. This moment represents a new concrete step in the implementation of one of the most important investment projects carried out by ELCEN for the modernization of the Capital’s energy infrastructure.
ELCEN has successively completed all the steps necessary for the implementation of the investment: signing the financing contract through the Modernization Fund, contracting technical and financial consultancy services, developing the award documentation, launching the competitive dialogue procedure and, today, completing its first stage. These steps reflect an ongoing investment process, built in stages, in accordance with the legal requirements regarding public procurement and the use of non-reimbursable funds.
ELCEN is working, and the progress of strategic investments of this magnitude is measured by the stages taken, not just by the final moment of commissioning.
During the award procedure, six applications were submitted. Following their evaluation, three candidates were selected for the next stage of the competitive dialogue, a stage in which the technical and economic solutions capable of meeting ELCEN’s needs will be analyzed and developed. Based on the resulting solutions, the candidates remaining in the procedure will be invited to submit the final offers, based on the solutions agreed during the dialogue.
The competitive dialogue procedure is used for highly complex projects and allows the contracting authority to identify, together with qualified economic operators, the technically and economically optimal solution before submitting final tenders.
The completion of this stage confirms the constant evolution of the investment program carried out by ELCEN. Along with the ongoing projects at CET Progresu and CET Grozăvești (for which the procurement procedures have already been launched), the investment at CET Bucharest South demonstrates that the modernization of the Capital’s energy infrastructure is advancing, by going through all the technical, financial and legal procedures necessary for the implementation of strategic projects of such magnitude.

CET Bucharest South – a strategic investment for Bucharest and for the National Energy System
The project “Implementation of a high-efficiency cogeneration unit in the Bucharest South CTE” involves the construction of a new plant with an installed capacity of 275 MWe and 214 MWt, based on modern technologies, with an overall efficiency of over 85%, capable of producing electricity and heat in high efficiency and with low emissions.
The new capacity will run on natural gas and will be “hydrogen ready”, being ready for the use, in the future, of gas mixtures with hydrogen, in line with national and European objectives regarding the energy transition and the reduction of carbon emissions.
The new plant at CET Bucharest South will contribute to:
· increasing the security of the thermal energy supply to consumers in the Municipality of Bucharest;
· modernization of the thermal and electricity production infrastructure;
· reducing fuel consumption and greenhouse gas emissions;
· increasing energy efficiency and reducing production costs;
· balancing the National Energy System.
The investment is financed through the Modernization Fund, along with own sources and bank financing, the estimated value of the investment being approximately 3.6 billion lei.
The project at CET Bucharest South is part of the largest investment program carried out by ELCEN in recent decades. Through this extensive investment program, ELCEN is developing three new high-efficiency cogeneration capacities, with a total value of approx. 5 billion lei, investments that will contribute to increasing the security of the thermal energy supply of the Municipality of Bucharest and strengthening the stability of the National Energy System.
ELCEN continues its commitment to implement, step by step, the investments necessary for the development of a modern, efficient and sustainable energy infrastructure, for the benefit of Bucharest residents and the National Energy System. None of the three strategic projects stagnate, each being in an active stage of implementation, according to the investment calendar and legal procedures.
