    Published on

Hagag Energy, the energy investment platform of international investor Hagag Europe, advances the consolidation of its local management structure through the appointment of Pavel Ciubotaru as Chief Operating Officer (COO) of the Natural Gas Division.

With over 25 years of experience in the energy sector, Pavel Ciubotaru joins the company at a time of accelerated development across the division’s business lines and continued expansion of its concession portfolio.

Throughout his career, Pavel Ciubotaru has held senior leadership and executive management roles within international companies active across the energy value chain, both in Romania and at regional level. His professional background includes the coordination of complex investments and strategic projects, complemented by solid expertise in energy infrastructure development, project financing, logistics, corporate governance, and performance management.

“As Hagag Energy expands its operations, the ability to efficiently coordinate processes, resources, and projects becomes just as important as infrastructure development itself. Pavel Ciubotaru’s appointment as COO reflects our commitment to building a management structure capable of supporting the company’s next growth cycle. His experience in managing integrated operations will play an important role in achieving the objectives we have set for the years ahead.”, says Yitzhak Hagag, Co-founder and Chairman of the Board of Directors of Hagag Europe.

In his new role, Pavel Ciubotaru will oversee the operational activities of the Natural Gas Division, with a focus on process optimization, cross-functional coordination and performance management. He will work closely with the Development, Utility Construction, Distribution, and Supply departments, while also supervising the division’s support and back-office functions.

“ The energy sector is undergoing a period defined by significant infrastructure investments and an increasing need for organizations capable of managing integrated development and operations processes. Hagag Energy already has the essential foundation to become a relevant long-term player,—through its development strategy, financial capacity, and solid management structure. I am pleased to join the team at such an important stage in its evolution. My priority will be to help establish a high-performing operational framework that supports the company’s growth trajectory,, leverages synergies across business lines, and ensures the efficient implementation of projects.”, said Pavel Ciubotaru, Chief Operating Officer (COO) of the Natural Gas Division at Hagag Energy.

Ciubotaru’s appointment marks a new milestone in Hagag Energy’s development, alongside the expansion of its concession portfolio and the increasing number of projects currently approaching  completion. In the coming months, the company plans to complete the construction works for 17 natural gas distribution networks and bring a total of 10 new networks into operation by the end of the year.
