Transelectrica has held the first coordination meeting to kick off two major investment projects for the development of the national electricity transmission infrastructure — the 400 kV Gădălin–Suceava Overhead Power Line and the 400 kV Suceava (RO)–Bălți (MD) Interconnection Overhead Power Line, on Romanian territory.
The meeting was led by Transelectrica’s CEO, Ștefăniță Munteanu, together with the company’s technical investment team, and attended by representatives of Electromontaj SA, the leader of the consortium responsible for executing both strategic investments.
Through these two major projects, Transelectrica will complete the 400 kV transmission ring in the northern part of the country — a key link for strengthening Romania’s energy security — while also enhancing interconnection with the Republic of Moldova.
Ștefăniță Munteanu, CEO of Transelectrica: “Together with our contractual partners, Transelectrica is undertaking flagship investments for Romania’s energy sector. These are large-scale, historic projects, and the responsibility for completing them on time and to the highest standards rests with us. The strategic importance of these investments compels us to demonstrate the utmost professionalism. Completing Romania’s 400 kV ring in the northern region and establishing a new interconnection with the Republic of Moldova are both national priorities that also create new economic development opportunities for the country’s north-eastern region.”
400 kV Gădălin–Suceava Overhead Power Line: The Longest Power Line in Romania Connecting Transylvania and Moldova Across the Mountains
The contract for the design and construction of the single-circuit 400 kV Gădălin–Suceava Overhead Power Line, including its integration into the National Power System (SEN), was signed in August 2025 following a public tender. The consortium Electromontaj SA – ELM Electromontaj Cluj SA, led by Electromontaj SA, was awarded the project. The contract is valued at 688.3 million RON (excluding VAT), with an execution period of 69 months, covering multiple stages: design, documentation updates, permits and authorizations, and construction.
This project, designated as an investment of public utility and national interest, is one of 11 initiatives financed through the Modernisation Fund, with total financing of 492,452,329.63 RON.
The Gădălin–Suceava line will complete the 400 kV transmission corridor in northern Romania — one of the country’s most complex energy infrastructure projects — traversing extremely challenging mountainous terrain.
At 260 km, it will be Romania’s longest overhead power line, connecting two major geographical regions: Transylvania and Moldova. The line will cross three counties — Cluj, Bistrița-Năsăud, and Suceava — and 40 localities.
The new 400 kV Gădălin–Suceava line will also facilitate the integration of wind power plants planned in Moldova and Dobrogea, creating a new transmission corridor for electricity toward northwestern Romania and neighboring countries to the west. This will reinforce the stability of the National Power System (SEN) while supporting local development by improving electricity supply to currently underpowered areas in northern Transylvania and Moldova.
Overall, the project will enhance the operational security of the national grid and ensure high-quality electricity supply in line with sustainable development principles.
A New Interconnection with the Republic of Moldova: The 400 kV Suceava–Bălți Line Expands Romania’s Energy Infrastructure and Brings Botoșani County onto the National Transmission Map
The contract for the design and construction of the 400 kV Suceava (Romania) – Republic of Moldova (Bălți) Interconnection Overhead Power Line, for the Romanian segment, was signed in March 2025 following a public tender.
The works, valued at 133.4 million RON (excluding VAT), will be carried out by the consortium Electromontaj SA – ELM Electromontaj Cluj SA, led by Electromontaj SA, with an execution period of 52 months.
The 400 kV Suceava–Bălți project represents a strategic investment aimed at facilitating cross-border electricity exchange and accelerating the integration of renewable energy sources in northeastern Romania.
Its strategic importance extends beyond the two national energy systems, contributing to the stability of the European energy network, which faces increasing pressure under current international conditions. The project enhances Moldova’s energy security by diversifying supply sources and paves the way for its integration into the European single energy market, expressing the shared political commitment to develop long-term electricity exchange projects between Romania and the Republic of Moldova.
The main objective is to establish a 400 kV interconnection line between the Romanian and Moldovan power systems, linking Moldova to the European Network of Transmission System Operators for Electricity (ENTSO-E).
The new Suceava–Bălți 400 kV line will stretch over approximately 93 km, crossing 17 localities in Suceava and Botoșani counties. With 302 high-voltage towers, this project will complete the strategic Gădălin–Suceava–Bălți axis, creating an energy bridge between Transylvania, Moldova, and the Republic of Moldova.
