    Secretary of State Bogdan Mihai Dumea: “The ideal solution for citizens would be to have one app for its interaction with the public institutions”

    “In Romania, seven out of ten people spend a day of their annual leave standing in queues at the state counters, and eight out of these ten people do not manage to solve the problem they have, from the first attempt. Then we have to look at this time that people lose, at these resources that are lost both for the state and for the people and find solutions to improve,” Bogdan Mihai Dumea, Secretary of State in the Ministry of Research, Innovation and Digitalization (MCID) said during Smart Transformation Forum organized by The Diplomat-Bucharest.

    “Romania without counters, a digital city, a digital locality would offer a series of benefits, including more efficient services and, invariably, reduced costs to provide the same services. We have to look at increasing citizens’ trust in the services provided by the state, improving the quality of life, and finally, we hope, the end of bureaucracy and queues, because that’s where we left off. Of course, there are many things that can be done in this regard. Our Ministry, through ADR (Authority for the Digitization of Romania), administers gişeul.ro, this being one of the first solutions that the state has offered in this regard and on which we are working to develop, to introduce new services and to make it easier the interaction between the citizen and the state. The solution is not ideal or perfect and there are many improvements we can make in the future.

    As an ideal solution, we will have to look at and integrate all these concepts that we are already working on in the Government Cloud. After which we must allow all this information to be accumulated, gathered in an area where universities, the state and companies, including, can extract the data they need to produce smarter solutions for citizens.

    In the end, I hope, as a country project, the ideal solution would be the concept of One App, a single application for the Romanian citizen to use in the relationship with the state, but not to relate with the state institutions, but a single application through which he should say what he needs, make the respective request and not be interested in which institutions work behind the scenes and how they communicate with each other.

    All these concepts are currently in research and development within the ministry, as part of a project that I initiated and which I am coordinating, to create a manual or a digitization Guide, a material that we are working with more many state institutions, including ANCOM. Finally, let’s arrive at a material that we can give to the town halls, the UATs, and indicate to them the directions they must follow in the digitalization field.”
