Deloitte Romania assisted OMV Petrom in implementing strategic green hydrogen production projects at the Petrobrazi refinery through NRRP

    Published on

Deloitte Romania assisted OMV Petrom, the largest integrated energy producer in South-Eastern Europe, in the development and implementation of two strategic projects financed through the National Recovery and Resilience Plan (NRRP), which will contribute to the development of a 55 MW green hydrogen production capacity at the Petrobrazi refinery.

The projects aim to develop one of the most important renewable hydrogen production capacities in Romania, which will be used in the production of sustainable fuels such as aviation fuel (SAF) and hydrotreated vegetable oil (HVO). By integrating these technologies, the investments will contribute to the production of alternative fuels with lower emissions compared to conventional fuels and to the strengthening of the “green” economy value chain in order to accelerate the energy transition.

Throughout the entire process, the Deloitte Romania team provided integrated assistance on non-reimbursable funding, covering the preparation and submission of applications, integrated support during the evaluation and contracting process, as well as multidisciplinary advisory services in the implementation phase and the management of awarding procedures and contracts, in order to address the complex requirements of these landmark investments. The Deloitte Romania team involved in the projects consisted of Alexandru Reff and Ovidiu Popescu, as Partners, Livia Kicsi and Adrian Coman, Senior Managers, Adriana Holdon, Manager, and Liliana Stan, Consultant.

“The completion of the green hydrogen projects at Petrobrazi demonstrates that European financing can generate value-added investments in this sector and in the economy, if the investment vision is complemented by the co-financing and implementation capacity. I congratulate OMV Petrom on this landmark success in the national and regional energy landscape, which I expect will inspire other players to contribute to achieving the transition objectives and transforming the energy system through clean and economically viable technologies,” said Ovidiu Popescu, Partner, Deloitte Romania, and Energy and Sustainability Practices Leader, Deloitte SEE.

The two green hydrogen projects, with an estimated annual output of around 8,000 tonnes, will support the production of sustainable SAF and HVO fuels, made from vegetable oils and waste oils. These fuels can reduce CO₂ emissions by at least 65% over their entire life cycle and are compatible with the existing infrastructure.
