    Petromidia Cogeneration Plant enters operation under Rompetrol Energy

    The Kazakh-Romanian Energy Investment Fund (KREIF), through its subsidiary Rompetrol Energy, has completed commissioning of the cogeneration plant on the Petromidia Năvodari platform, the most important investment project developed under this mechanism.

    As of December 30, 2025, Rompetrol Energy has become the exclusive operator of the plant, which directly contributes to the modernization of energy infrastructure in Dobrogea and at the Petromidia refinery, and has the additional capability to direct surplus electricity into the National Energy System (SEN).

    “The commissioning, following the results of the final testing phase, confirms the optimal operation and efficiency of the plant, the most significant energy investment in Dobrogea over the past 15 years. Rompetrol now has a new production asset that will support the long-term development of the Petromidia platform and contribute to the modernization of Romania’s energy infrastructure”, stated Yedil Utekov, Chief Production & Industrial Services Officer of KMG International.

    The plant has been fully integrated with the Petromidia refinery and the National Energy System, ensuring the required energy flow for the platform (60–70 MWh) and up to 180 tons/hour of process steam.

    This integration reduces the refinery’s energy dependence, optimizes costs, and increases operational efficiency, strengthening strategic control over energy supply within the KMG International (Rompetrol) Group and supporting the company’s financial performance.

    Since the start of testing, the plant has produced around 150,000 MWh of electricity and around 190,000 tons of process steam, volumes supplied to the Petromidia refinery and the SEN. The final test, which confirmed the plant’s compliant operation, was the endurance test — a 28‑day trial conducted in two 14‑day stages in October and December.

    During this period, the plant operated while connected to the refinery’s installations, simultaneously supplying electricity and steam required for industrial processes.

    Rompetrol Energy has obtained all necessary certifications and authorizations from the relevant authorities, with the commercial license issued at the beginning of December.

    Between February and June 2025, functional and compliance tests were carried out for the two gas turbines, measurement and control systems were verified, the natural gas and refinery gas supply systems were tested, and the steam systems were prepared for delivery to Petromidia.

    Electricity production effectively began in spring, once the two SGT‑750 turbines were synchronized with the national energy system in all operating configurations. Starting in autumn, the plant gained the capability to supply both electricity and steam to Rompetrol Rafinare, following the start-up of steam production in the heat recovery boilers.

    The SGT‑750 turbines, the most important pieces of equipment installed, operate on gaseous fuel (a mix of natural gas and refinery gas) and each generate approximately 39 MWh of electricity.

    The Kazakh-Romanian Energy Investment Fund was established in October 2018 by KMG International (80%) and the Energy Participation Management Company (20%), with its primary strategic objective to develop energy projects in Romania.
