Transelectrica announces the signing of two financing contracts worth over RON 350 million for the development of the projects ‘Optimization of overhead power line operation by expanding the DigiTEL Smart Lines online monitoring system’ and ‘Increasing the quality of voltage regulation in Gutinas power station’, the other contracting party being the Energy Ministry.
In order to obtain non-reimbursable financing from the Modernization Fund, Transelectrica submitted the applications for the two above-mentioned projects on August 2025 at the Investment Committee for Modernization Fund and the Investment European Bank (BEI) in accordance with the (UE) 2020/1001 implementation Regulation of the Commission and the 2003/87/CE Directive and the approval at European level came on December 2025.
For the project ‘Optimization of overhead power line operation by expanding the DigiTEL Smart Lines online monitoring system’ the total value approved (without VAT) from the Modernization Fund is of 18,623,422.30 euro, the equivalent of 97,650,052.49 RON. The main objective is to increase the operational safety of overhead power lines, through online diagnosis and estimation of the technical condition of overhead power lines based on data obtained online and classifying them into one of four states (good, acceptable, bad, unacceptable) as well as operationalizing the concept of Dynamic Ratings. Dynamic Line Ratings (DLR) implies the merger into the System Operator of precise, real-time information which would allow a better use of transmission capacity of overhead power lines and its increase according to the current weather conditions, risk reduction and the increase of its operational reliability and efficiency.
The project consists of purchasing and installing on-line monitoring systems for 27 overhead power lines in all areas of the country. The project is included in the Transmission Power Network Development Plan for 2026-2035 and thus this investment is part of the Company’s strategy and has a direct impact on ensuring the efficiency and safety in operation on overhead power lines.
For the project ‘Increasing the quality of voltage regulation in Gutinas power station’ the total approved value (without VAT) from the Modernization Fund is of 48,345,162.35 euro, the equivalent of 253,493,024.27 RON. The project aims at modernizing the electrical energy transmission network in Moldova area by implementing an advanced solution of dynamic voltage regulation. The Gutinaș power station, a critical node in the transmission network from the East of Romania, will be equipped with a STATCOM system with a capacity of ±150 MVAr, connected to 400 kV busbar.
The project is included in the Development Plan of RET for 2022–2031 and it aligns to the national and European objectives regarding energy transition and decarbonisation. It is also part of the CARMEN initiative, being recognized at European level as project of common interest (PCI).
