    Laurentiu Urluescu, AFEER: “January 2024 last fully confirmed month for energy support reimbursements”

    Laurenţiu Urluescu, president of the Romanian Energy Suppliers Association (AFEER), announced that January 2024 is the last month fully confirmed for reimbursements under the electricity support scheme. He highlighted a total blockage in the confirmation process since December last year, with no sums approved since then. 

    “Considering Emergency Ordinance 27 and Ordinance 6, a major challenge is the delayed reimbursement of the support scheme, severely impacting cash flow and raising financing costs,” Urluescu stated at the annual conference organized by AFEER. “Sadly, January 2024 is the last fully confirmed month. We’ve seen a complete stall in confirmations since December last year.”

    Urluescu noted high exposure from price volatility due to poor liquidity and hedging limits. “Romania’s support schemes are too general, aiding everyone instead of targeting vulnerables like those in need. Implementation has been overly complex—we proposed VAT cuts in 2021 as a quick, simple fix, but got convoluted schemes.”

    He criticized excessive fines uncorrelated to impact, such as REMIT violations starting at 15% of turnover.
