IULIUS, alongside a multidisciplinary team of environmental experts, kickstarted the largest bioremediation project in Europe by a private investor, focusing on a piece of land in the very heart of Constanța, that has been polluted and inactive for more than a decade, and restoring it back to the city.

The investment in the remediation process adds up to more than 29 million Euro and marks the second phase (after the archeological research) of the 800-plus million Euro investment project for converting the former Oil Terminal platform into an integrated urban complex.

“This area has held a decades-long historical role in the development of Constanța and has been a driver of economic growth. We aim to transform this place, set in the heart of Constanța, from a symbol of yesteryear’s industry into a clean and modern urban regeneration project, integrated in the life of the community and bound to become a new development hub for the city in every respect. We are now taking the most important step by healing the contaminated area of the city and transforming it into a green project for generations to come, with impact in developing Constanța into a year-round active and attractive destination,” said Raluca Munteanu, Development Manager IULIUS. 

IULIUS proposes the development of the largest urban regeneration project in the country in Constanța. This entails an 800-plus million Euro investment that will transform the 38 hectares of the former Oil Terminal platform into an integrated urban complex.

The concept for this project was signed by the notorious architecture firm Foster + Partners and will help to develop Constanța into an active destination 365 days a year, including:

• cultural and educational concepts – to support local initiatives, develop the academic community, and diversify the leisure offer;
• retail – with a complete mix of services, brands, and facilities that support the local entrepreneurship and address the community’s requirements;
• public utility functions and services;
• entertainment and edutainment – with new concepts, marking regional or even national premieres, that support the city’s attractiveness as a year-round tourist destination, while also providing locals with new entertainment opportunities in the city;
• sports and leisure facilities;
• park and botanical garden – fitted with hundreds of mature trees, providing a green backdrop, environmental benefits, and set to become a hub for the community;
• office – to draw companies from industries with added value and to diversify career opportunities for young people, geared towards human resource retention;
• pedestrian, bicycle, and vehicle traffic connectivity and mobility solutions – to support the implementation of the regeneration, mobility, and connectivity solutions of the public administration for the Anghel Saligny development area.
