Ciprian Glodeanu, RPIA: Investments in photovoltaic energy need stable legislative setting

The green certificates supporting scheme became fully operational after three pending years, according to Ciprian Glodeanu (photo), the president of RPIA – The Romanian Photovoltaic Industry Association. According to the specialist, in the last three years, due to the incertitude on legislative setting generating investment risks on the market, many of the investors in photovoltaic energy gave up of such investments or chose other countries instead Romania fur running it. The RPIA members are worried because of the ongoing discussion run towards a possible modification of the current green certificates scheme. "In our opinion, the discussions run for changing the help scheme of green certificates deliver no good for any part involved, especially following less than one year since the primary and secondary legislation has been enforced,” stated Ciprian Glodeanu. At European level, the photovoltaic segment saw important growth, while the U.S. registered a 40 percent growth of investments in 2011 over 2010, according to data delivered by RPIA. In Romania, the green certificates scheme empowered by Law 220/2008, the segment also became an important trigger for investments. RPIA is set to represent the interest of its members to the fast RES-E growing market in Romania. Currently, Romania has adopted a fully functional support scheme for promoting the production of electricity from renewable sources. The support scheme is based on the allocation of a certain number of green certificates (“GCs”) for supported technologies together with mandatory acquisition quotas of allocated GCs, imposed to the electricity suppliers.
