Proposal for state housing build drive
NEW COUNCIL HOUSING Romania’s new Minister of Regional Development and Tourism, Elena Udrea, is planning to build around 100,000 new council homes by 2013

According to the Ministry plan, the state-sponsored constructions will be targeted to young people and will be built through the National Housing Agency (ANL).
However the ANL has faced severe criticism in the past for granting council housing to those who are clients of local city and county halls and their relatives.
A part of the amount necessary for the development of the units will be obtained from fast-tracking the sale of around 25,000 existing ANL units.
Udrea is proposing to sell these units at an average price of 40,000 Euro, through the Government-guaranteed Prima Casa (First Home) programme, where the Government allows first-time buyers to buy low-price housing with low interest rates through commercial banks.
