ARPEE: Eurostat norms on public debt and deficit, negative impact on energy efficiency investments

According to the latest release of Romanian Association for Promoting Energy Efficiency-ARPEE, The EU study results on Eurostat's guidance note shows that the impact of energy performance contracts on the state budget shows that the Eurostat rules on public debt and deficit have a negative impact on investments in energy efficiency in the public sector in several Member States of the European Union.

Last year, on 7th of August, Eurostat published a guidance note entitled "Impact of energy performance contracts on the state budget." If until now the European System of National and Regional Accounts (SEC 2010-in force since September 2014) was subject to interpretation, now, through the guidance note issued by Eurostat, the situation is clear and there seems to be no favorable energy performance contracts (CPE). The European Association of Societies of ESCO (UE.ESCO) together with the European Federation of Intelligent Energy Efficiency Services (EFIEES)-as volunteer co-administrators of The European Code of Conduct on Energy Performance Contracts (EPC)-have decided in agreement with the national administrators Code to conduct a survey based on Eurostat guidance note.

The survey stands for an answer of eu.esco and EFIEES to the rules suggested by Eurostat regarding the public debt and deficit, stipulated in the guidance note. The survey also engaged 33 respondents from 29 organizations of 15 member states, such as Austria, Belgium, Ireland, Bulgaria, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden. The survey showed that the EU guidance rules have negative impact on investments in energy efficiency in the public sector in EU.

Both Volker Dragon, president of the European Association for ESCO services (EU.ESCO) and Valerie Plainemaison, general secretary of the European Federation of Intelligent Energy Efficiency Services (EFIEES) believe that the results guidance note issued by Eurostat confirms that the Eurostat rules on public debt and deficit are a serious obstacle to the development of EPC public markets in several Member States and an obstacle to regulation for contracting and energy efficiency investments in the public sector.

The Romanian reactions have been uttered by ESCOROM and ARPEE, as national co-administrators of the European Code of Conduct on Energy Performance Contracts, stating that the Eurostat suggested norms regarding the deficit and public debt actually negatively impact on investments in the energy efficiency in the public sector in Romania.

Gerard Verdebout, president of ARPEE believes that "Eurostat rules on public debt and deficit, set out in the guidance note can be easily interpreted as a barrier regulations of discouraging investment in energy efficiency in the public sector. One of the most important goals of ARPEE is to advise on the appropriate measures to remove the regulatory barriers, as well as other obstacles in achieving the energy efficiency."
