Application launched for online filing of EU-funded projects
The European Funds Ministry and the Special Telecommunications Service have launched the application MySMIS2014 for the beneficiaries of the EU funds to consult it, with the application to be aimed at the Human Capital programme, at an early phase, Agerpres news reads.

"We have chiefly focused on the Human Capital Operational Programme (HCOP), the former Human Resources Development Operational Programme, which was the most difficult programme in conducting and absorbing the European funds during 2007-2013. It is about more than 234,000 beneficiaries, who generated a volume of three million written documents, which we no longer wish to have in 2014-2020", European Funds Minister Marius Nica said this week.
"Starting this week, the beneficiaries will be able to register at the intermediate bodies. (...) Starting November 1, the HCOP projects will be strictly electronically filed. We plan that all the operational programmes for 2014-2020 should have available this instrument by the end of the year, so as by 2023 all projects that Romania will fund by this programming period might be found in this electronic instrument", the minister stressed.
The Special Telecommunications Service (STS) director Marcel Opris explained that the documents loaded into the system can no longer be changed.
"An electronic signature is used. Any person, including the staff who access the data bases will have a legal electronic identity, according to the electronic signature law. (...) Any attempted fraud by substituting documents or replacing various parameters of a project will be effectively impossible, since everything will be audited", the STS chief underscored.
With the help of MySMIS2014 application, the beneficiaries can file the projects faster by using the online environment. Those who wish to access EU funds can fill in the financing application electronically, accompanied by the relevant declarations, without having to travel to the Management Authority or the Intermediate Bodies. Moreover, after signing the funding contracts, the beneficiaries will use the application for the entire duration of the implementation of the project in order to fill in reports or get information about the phase the repayment claims are in.
