World Bank: 5 out of the 6 indicators of the Worldwide Governance Indicators for Romania growing in 2013 against 2012

Five out of six indicators in the composition of the Worldwide Governance Indicators for Romania, calculated by the World Bank, are growing in 2013 against 2012, according to a report of the bank.

Thus, the categories regarding the Political Stability and the absence of violence, the governance efficiency, the quality of regulations, the rule of law and the control of corruption have higher values in 2013 against the ones recorded in 2012. The only category which has decreased is that regarding Representation and responsibility.

The indicator named representation and responsibility reflects the perception regarding the possibility of citizens to participate in the election of the government, as well as the freedom of expression, the liberty for association and the freedom of the media. This is worth 57.3 per cent in 2013 against 57.8 per cent in 2012. The highest value of this category between 1996-2013 was 63.9 per cent in 2007.

The indicator regarding ‘political stability and absence of violence' reflects the perceptions regarding the probability that the government be destabilised or destituted through non-constitutional methods or violent ones, including terrorism and politically motivated violence. This has a value of 52.6 per cent in 2013 against 48.3 per cent in 2012. The highest value was 62.5 per cent in 1996 and the lowest in 2000, 30.3 per cent respectively.

The efficiency of the government reflects the perceptions regarding the quality of the public services, the quality of the public civil servants and the degree of independence of the latter towards political pressure, the quality of the formulation and the implementation of public policies and the credibility of the government commitment for these policies. This is 52.6 per cent in 2013, the highest value. The lowest value was in 1998, 28.3 per cent respectively.

The quality of the regulations reflects the perceptions regarding the capacity of the governance to formulate and to implement policies and solid regulations which allow and promote the development of the private sector. This indicator is 69.4 per cent in 2013 up by comparison to 2012 when it was 68.9 per cent. The highest value was in 2011-74.4 per cent and the lowest in 2000-47.5 per cent.

The rule of law reflects the perceptions regarding the degree in which the people trust and respect the rules of society, especially the quality of contract use, the rights of property, police forces and tribunals, as well as the rate of crime and violence. This indicator is 56.4 per cent in 2013 against 55.9 per cent in 2012. The highest value was in 2011- 56.8 per cent and the lowest in 2003-45 per cent.

The control of corruption shows the perceptions regarding the degree in which the public power is exercised for private gain, including small and high corruption as well as the state capture by the elite and private interests. The indicator was 52.6 per cent in 2013 against 50.7 per cent in 2012.The highest value was in 2008-5.3 per cent and the lowest in 1998-30.2 per cent.

The Worldwide Governance Indicators indicator (WGI) is one of the indicators for the quality of governance at international level which measures six dimensions for 200 states/economies covering the period between 1996-2013.
