By 2020, the main municipal waste obligation assumed by Romania before the European Union is the recycling of 50 percent of the total mass of waste paper, metal, plastic and glass. According to a report by the European Commission (EC) in July 2012, Romania recycled only 1.3 percent of municipal waste in 2010, a result which placed the country close to the bottom of the member state ranking.
